Transportation of dangerous goods certification

CRS shall give to manufacturers and operators of pressure equipment and tank-containers all instructions regarding to procedures for certification and periodic inspection, and provide quick and efficient service in order to issue necessary certificates and to enable safe equipment use on international market.

The following regulations for transport of dangerous goods by road, by rail and on inland waterways, and by sea and for all modes of transport apply to pressure equipment manufacturers, authorized representatives, owners and operators:

- according to Directive 2010/35/EU (TPED) on transportable pressure equipment

Transportable pressure equipment means:

  • pressure receptacles, their valves and other accessories from chapter 6.2 of the Annexes to Directive 2008/68/EC,
  • tanks, battery vehicles/ wagons, multiple-element gas containers (MEGC), their valves and other accessories from chapter 6.8 of the Annexes to Directive 2008/68/EC,
    when used for transport of gases of class 2 and for transport of dangerous substances of other classes specified in Annex I to TPED.

Conformity assessment of transportable pressure equipment may conduct Croatian register of shipping (CRS), as notified body for conformity assessment number 2489, in accordance with Directive on transportable pressure equipment 2010/35/EU (TPED).

Conformity assessment is applicable to:

  • new transportable pressure equipment which is placed on market in European Union.
  • existing transportable pressure equipment which bears conformity markings, for the purpose of periodic inspections, intermediate inspections, exceptional checks and use.
  • existing transportable pressure equipment which does not bear conformity markings, according to Directive 1999/36/EC, for the purpose of reassessment of conformity.

- according to regulations regarding international transport of dangerous goods by road, by rail and on inland waterways ADR/ RID/ ADN

Pressure equipment means:

  • pressure receptacles, their valves and other accessories from chapter 6.2 of ADR/ RID,
  • tanks, battery vehicles/ wagons, multiple-element gas containers (MEGC), their valves and other accessories from chapter 6.8 of ADR/ RID.

Pressure equipment certification may conduct Croatian register of shipping (CRS), as inspection body accredited by Croatian accreditation agency (HAA) and authorized by the competent authority in Croatia, in accordance with ADR/ RID/ ADN regulations.

This certification is applicable to:

  • new pressure equipment which is placed in service, for the purpose of conformity assessment and initial inspections.
  • existing pressure equipment which bears conformity markings, for the purpose of periodic inspections, intermediate inspections, exceptional checks and use.

- according to regulations regarding international transport of dangerous goods by sea IMDG and International convention for safe containers (CSC)

Pressure equipment means:

  • portable tanks for carriage of dangerous goods and multiple-element gas containers (MEGC) for carriage of non-refrigerated class 2 gases, intended for all modes of transport, their valves and other accessories from chapter 6.7 of ADR/ RID/ IMDG.

Pressure equipment which meets the definition of container shall in addition comply with applicable requirements in CSC Convention.

Pressure equipment certification may conduct Croatian register of shipping (CRS), as recognized organization by Republic of Croatia in accordance with IMDG Code and CSC Convention requirements.

This certification is applicable to:

  • new pressure equipment which is placed in service, for the purpose of conformity assessment and initial inspections.
  • existing pressure equipment which bears conformity markings, for the purpose of periodic inspections, intermediate inspections, exceptional checks and use.

CRS is authorized for survey, testing and approval of tank-containers for carriage of dangerous goods in accordance with the requirements in CSC Convention.


CRS ACTIVITIES IN PRESSURE EQUIPMENT CERTIFICATION ACCORDING TO TPED/ ADR/ RID/ IMDG

CRS have the capability to cover the following activities in the scope of pressure equipment certification:

  • type approval of pressure receptacles, tanks and MEGC containers
  • conformity assessment of the manufacturer's quality system and of the quality system of the body performing periodic inspection and test of pressure receptacles
  • manufacture supervision, initial inspection and testing of pressure receptacles, tanks and MEGC containers
  • periodic inspection, intermediate inspection and exceptional checks of pressure receptacles, tanks and MEGC containers
  • conformity reassessment of transportable pressure equipment in accordance with TPED, Annex III

CRS ACTIVITIES IN CONTAINER CERTIFICATION

CRS have the capability to cover the following activities in the scope of container certification:

  • individual or type approval of containers
  • supervision during manufacture and testing of containers
  • approval of container manufacturers and testing institutions
  • survey of containers in use
